Why is refrigerant recovery required?

Federal Clean Air Act Section 608 requires a certified technician to recover refrigerant from fridges, freezers, and AC units before they're scrapped, crushed, or landfilled. The refrigerant can't be vented off or ignored. It has to be captured every time, regardless of how old or clearly broken the appliance is.

How does California enforce refrigerator disposal rules?

California's Air Resources Board (CARB) enforces refrigerant rules at the state level, and the Department of Toxic Substances Control runs a Certified Appliance Recycler (CAR) program for facilities that handle this equipment.
